Upwork新政简述：根据Upwork官方消息，它们很快将推出的Variable Freelancer Service Fees（可变自由职业者服务费），将会是一项旨在使平台费用更符合市场供需动态的改革。自 2025 年 5 月 1 日起，新的项目合同将不再统一收取固定 10% 的服务费，而是根据项目的工作类型、紧急程度、复杂度、供需状况以及客户与自由职业者的历史数据等因素，采用 0% 至 15% 不等的费率。

Upwork会对每个自由职业者收15%吗？

很多自由职业者最烦的，是Upwork动不动出来的一个新通知，每一次都可能要来一个惊吓。

看到这个可变服务费率的消息，很多人开始质疑：是不是对每个自由职业者都要收15%？是不是90%的合同都会收15%？可变费率是不是涨价的借口？

有的人甚至担心，Upwork会对大合同收高费率，而对小合同收低费率么？——如果真的是这样，高手撤离更快了，这显然不合逻辑，Upwork应该想方设法留住高手才对。

有的自由职业者则庆幸，自己在大合同费率从5%涨到10%后不久就实现了把Upwork作为跳板，建立独立业务平台的转型。

对自由职业者的影响

相反，在一些较冷门或竞争较少的领域，自由职业者可能需要支付较高的服务费，迫使他们在报价时考虑如何将这部分成本转嫁给客户。

Upwork的这一改革给自由职业者测算成本与收益，制定灵活、合理的报价策略带来了更大的挑战。当然，新费率在合同签订时就会明确显示，意味着自由职业者在投标、谈判及接受直接邀请时，都可以直接了解自己将承担的费用。

由于政策刚刚发布，我们尚不清楚具体的平台算法会让0-15%如何在不同的项目或者自由职业者之间进行调配。但我们有理由相信，Upwork很有可能会用”更灵活“的方式鼓励优质自由职业者继续留在平台，而对不鼓励的自由职业者征收一定的高费率。

过往Upwork曾采用5-20%的阶梯费率，鼓励大额合同的自由职业者，调整到10%费率的政策促使很多Upwork高手逃离平台。相反的情况，如果这一次Upwork能够对大额合同有更多鼓励，那么势必会促进更多的优质自由职业者留在平台，甚至召回不少人。

然而，假如这一次是对大额合同进一步提升费率，则会有更多自由职业高手选择逃离，如果是这种情况，那真的会非常有趣。超哥一直说的Upwork跳板策略，从来就鼓励高手尽早做长期的平台脱离计划。

从客户角度看，可变费率模式也会对项目定价产生一定影响。

当然，由于服务费会提前明确显示，客户可以在了解整个费用构成后评估项目成本。

Upwork官方表示，从长远看，这种透明和灵活的定价体系有望促进双方在项目合作中的信任感，从而推动 Upwork 平台上更多高质量的合作项目落地。

我们暂时无法预测具体的效果，这一点拭目以待。

在超哥看来，从表面上看，0-15%的费率似乎是Upwokr反思了10%固定服务费率的一刀切，在某种程度上回到了过去5-20%的费率，但相对而言，又有更多的灵活性。

也许这是对过往高手的不公作出的修正。毕竟原先只需要交5%服务的的高手，对突然涨到10%的合同不开心，选择逃离平台，这是非常容易理解的。

当然，另一种可能也存在。当年从5%涨到10%，牺牲了高手大合同的利益，因为这些费率的佣金才是大头。如果把大单的10%进一步提升比例，平台会有更高的收入，但这是对大单的绝对伤害。如果真的这么做，Upwork显然是相当愚蠢的。

潜在风险与应对措施

人们总是对不确定性会有不安全感。

可变费率模式听起来似乎为平台生态能带来一些好处，但再一次的费率调整，无论是好是坏，必然会引发部分自由职业者的不安。

Why are you making this change?

You’ll see the percentage when you’re creating your proposal in the bid calculator, so you’ll be able to adjust your rate if needed. If you receive a direct offer from a client, you’ll see the fee percentage and amount in the payment details section of your offer. Additionally, the percentage is always visible in the contract details section of the workroom and will continue to appear on your transaction summaries.

What additional benefits or features am I getting with this change?
This new approach is designed to benefit freelancers by creating a more balanced and healthy marketplace where freelancers set their pricing based on the value of their work. We’ll continue to monitor feedback and outcomes closely to evaluate the value this model delivers for freelancers and clients alike.

What factors determine the Freelancer Service Fee that I’ll pay?
Our algorithms will keep evolving, but we expect the fee will vary based on factors such as the levels of supply and demand to start, and grow to include things such as client and freelancer tenure and membership plan, as well as the job category, scope, complexity, urgency, etc., of the project.

Does a variable Freelancer Service Fee apply to freelancers who subscribe to Freelancer Plus?
Yes, variable fees will apply to freelancers who subscribe to Freelancer Plus, except when they bring a new client to Upwork via Direct Contracts. Freelancers who subscribe to Freelancer Plus will still receive the 0% Freelancer Service Fee when they bring a new contract to Upwork through Direct Contracts.

Are agencies impacted by the change to a variable Freelancer Service Fee?
Yes.

Will variable Freelancer Service Fees apply to Direct Contracts?
No.

Will variable Freelancer Service Fees impact my Enterprise contract?
No. Enterprise contract fees may vary per your contract with your Enterprise client, but the fees are typically 10% and are not impacted by this change.
